Training on Financial management : 

A DoPT sponsored three-day training programme on "Financial Management" was held from 14th-16th, May 2001 at SIPARD for the senior level government officers. Total 19 government officials participated. The main objective of the training programme was to give exposure to the participants on the financial aspects of the office management.

The important aspects of the financial management like; interdisciplinary approach, modern vis a vis traditional approach, financial information analysis, limitations on traditional loss & profit, balance sheet, relevant ratio analysis, its usefulness to various stake holders, theory of working capital, working capital cycle, relevance of optimum capital structure, determination of working capital, core committee norms for working capital facilities, types of financial instruments/ borrowing raised in recent times, legal procedures, SEBI guidelines, role of SEBI in regulating market etc have been discussed in the training programme.

A team of faculty from Kolkata based different corporate units and Institute of Management, Bharatiya Vidya Bhawan, Kolkata were invited as the resource persons. The resource persons were Dr. Gopal Krishnan, Director, Bharatiya Vidya Bhawan, Kolkata, Mr. Asok Basu, Director (Personnel), Andrew Yule & Company Ltd. and Mr. Ramaswamy Kalidas, Secretary, Ambuja Cement Eastern Ltd, Kolkata. The training programme was coordinated by Dr. Gopal Krishnan, Director, Bharatiya Vidya Bhawan.

Training on Total Quality Management (TQM) : 

As the concept of total quality has found acceptance in almost all spheres of human activities. Total Quality Management has not only increased productivity in industrial sectors but has contributed significantly in sustaining the process of continuous improvement in government sectors. Total Quality management principles mainly involve intense focus on people and public satisfaction. It is not easy to find out the way out without. SIPARD, therefore, keeping these things in mind organized a three-day training programme on " Total Quality Management" from 16th-18th, May 2001 for the senior executives of the Tripura Government. Total 19 senior officials participated in the programme.The programme was inaugurated by Sri Nepal Chandra Sinha, Commissioner to the government of Tripura.

Dr. K.V. Gopal Krishna, Director, Bharatiya Vidya Bhawan, Calcutta, Mr. P.K. Pathak, GM, Shutter India Ltd., Calcutta and Mr. S. Majumder and Dr. P.N.V. Nambiar from Calcutta functioned as the resource persons. All the resource persons were practicing management executives.

TQM concepts, integrated model of TQM, Quality Circle, and ISO 9001 certification, Total employee Involvement (TEI) & TQM, TQC etc. were discussed in the programme. Quality models, Kaizan Statistical models were also discussed.

Training on Project Implementation, Monitoring & Evaluation :

Rural Development is a major concern for the Tripura state as the major part of the economy of the state is rural economy. Every development project requires proper implementation, monitoring & evaluation to ensure that its benefits reach the people. SIPARD, Agartala organized a three-day training programme on " Project Implementation, Monitoring and Evaluation" from 28th~30th, May 2001 for the middle level government functionaries to train them on these aspects.

Sri S. Sailo Secretary to the government of Tripura inaugurated the programme. Total 16 officials participated in the training programme.

The basic steps, structure, strategies and process of project planning were discussed. Participatory project planning, financial, social & economic aspects of the project were also discussed. NPV, IRR, Pay Back Methods of the projects were also covered through exercise. There was also hand on session with computer for surfing the Internet for having information related to development projects of various international agencies like UNDP, World Bank, ILO, UNICEF etc.

Saha, Dr. Amitav Sinha, Department of Applied & Analytical Economics, Tripura University and Sri Niranjan Sahoo, Asst. Professor, SIPARD were the resource persons.

World Trade Organisation & New Trade Regime

State Institute of Public Administration & Rural Development (SIPARD), Agartala in association with Indian Institute of Public Administration (IIFT), New Delhi organized a 3-day training programme on "WTO & New Trade Regime" for senior government officers from 19-21st June 2001. The programme was sponsored by Ministry of Commerce as well as Ministry of Personnel and Training, Government of India.

Prof. Vijaya Katti, Chairperson, MDP, IIFT, New Delhi coordinated the training programme. In addition to the Prof. Vijaya Katti Shri Partha Pratim Pal, Assistant Professor, IIFT & Ms. Somashree Mukhapadhyay, Assistant Professor, IIFT functioned as resource persons. In addition to the faculty members of IIFT, New Delhi two officials from Anti-Dumping Measures Directorate of Ministry of Commerce namely Shri Venkatesh Kumar and Shri Mukesh Bhattnagar, Joint Director also functioned as resource person.

The training was attended by 22 officers, which included Commissioners, Heads of the Departments, other senior officers of the State government, faculty members of Tripura University and SIPARD.

Topics related to Review of India’s External Sectors & Role of WTO, negotiation under UR, TRIPS, Agriculture, WTO and anti-dumping measures, anti-subsidy, SPS and TBT measures, agreements on textiles and clothing, QR removal, impact of SSI and non-trade issues etc. were discussed in the programme.

Objectives of Tripura IT Policy, 2000

The three broad missions of the Tripura IT Policy, 2000 are : To develop human resources for IT, by adopting IT education in the educational institutions of Tripura.

To promote electronic governance for -
a). Efficient and effective delivery of government services,
b). Improved revenue collections,
c). Improving financial management,
d). Better dissemination of information on government functions, through setting up of IFCs and hosting of websites.

To attract investment by global and national companies through attractive packages with an objective to create employment opportunities in the state through IT industries.

The Government will limit it's role in the development of IT industries, to that of a facilitator and provide infrastructure support, interfacing with related institutions within and outside India and encourage private initiative in the IT sector.

Forest Conservation Act : 

60% of the geographical area of Tripura is either protected forest or reserve forest leaving only 40% of land for non-forestry use. While implementing various development projects for the State very often necessity of the use of forestland for non-forestry purpose is felt. This is more so in the case of construction of roads, power lines, railway line, security camps etc. Although there is a provision in the forest conservation act for deforestation of forest land for non-forestry purpose the same has not been known to user department and as result most of the user development project get delayed. Accordingly as decided by the State Government, a one day workshop at SIPARD was conducted on 23rd June 2001 where all the DFOs as well as officers from user department like ONGC, NF Railway, PWD, District Administration, BSF were present and the salient provisions of forest conservation act and procedures for submitting application for dereservation of forest land were discussed in detail.

The workshop was inaugurated by Shri Rohmingliana, Incharge PCCF, Tripura. Shri MA Khan, CCF and Shri S.K Pandey, DCF, Planning were the main resource persons in the workshop. Shri Niranjan Sahoo, Assistant Professor, SIPARD coordinated the training programme.

JGSY and Other RD Training Programmes at Jampuijala Block :

Two days off campus training programme on JGSY and other RD schemes was conducted at Jampuijala RD block during 30-31st July 2001. The training was attended by members of Village Development Committee (VDC), Block Advisory Committee (BAC) of Jampuijala block, ADC members, Panchayat Secretaries, Officers of development department working at block level etc. Total 99 person attended the training. The training was inaugurated by Shri Udai Debbarma, Chairman, BAC Jampuijala block. Shri Niranjan Sahoo, Assistant Professor and Smti R.A. Mangathai, Assistant Professor functioned as the main resource persons for the programme. The programme was coordinated by Shri Bimal Reang, Block Development Officer, Jampuijala who also functioned as resource person in some sessions.

In the training programme salient features/guidelines of the schemes like Swarnajayanti Gram Swarojgar Yogna (SGSY), JGSY, Indira Awas yojna (IAY), Employment Assurance Scheme (EAS), Panchayat Development Fund (PDF) and formation of SHG were discussed. Power point presentation in Bengali language was given on these schemes by the faculty members of SIPARD using Laptop Computer and LCD Projector. Guidelines of the above mentioned schemes as well as other RD schemes implemented by State government were compiled in a booklet form and distributed to the trainees.

The training programme was found to be useful to the participants as revealed from the feedback collected. Shri Niranjan Debbarma, Honourable Minister for Cooperation, Government of Tripura gave the valedictory address. Shri Udai Debbarma, Chairman, BAC and Shri Bimal Reang, BDO were also present during the valedictory session.

SIPARD’s new computer laboratory :

Shri. V.Thulasidas, IAS, Chief Secretary, Tripura,  inaugurated SIPARD's new computer laboratory

In order to keep pace with the advancement in the IT sector and also avail it’s vast potential, SIPARD has also upgraded and installed a computer laboratory. The computer laboratory was inaugurated on 18th September 2000 by the Chief Secretary, Government of Tripura, Shri. V.Thulasidas, IAS. The lab is equipped with 24 computers and has the capacity to train 48 persons at a time. The Chief Secretary, in his inaugural address of the computer lab remarked, "I am very proud that SIPARD has achieved a standard which was not there earlier or any where in the state." Engineers from the Agriculture Department helped in the construction of the compact laboratory. Rs.30 lakhs has been spent to make the lab fully operational to meet the training needs of various government departments in the field of information technology. The Chief Secretary said, "We are reaching a state where increasing use of Internet has become a norm today." SIPARD hopes that it’s computer laboratory will cater and fully equip the trainees, so that, "All government activities will be computerized in a phased manner" as said by the Chief Secretary.
